1. Preheat oven to 375F.
2. In a large mixing bowl, combine flour, cream of tartar, salt, nutmeg, cinnamon, allspice and cloves; mix thoroughly.
3. In another large bowl, cream butter and shortening. Add and mix in half granulated sugar. Mix in the other half of the granulated sugar. Mix in the brown sugar.
4. Add eggs one at a time, blending after each. Blend in vanilla.
5. Slowly blend the flour into the mixture, then mix in oats. Stir in butterscotch chips, walnuts, cherries and cranberries.
6. Drop by rounded two-tablespoon sized mounds on greased cookie sheets and bake for about 15 minutes; cookies are done when they no longer have a wet, unbaked look.
7. Let cookies stand for abotu 5 minutes to cool on cookie sheets, then remove to wire racks to cool.
